Performance Management in Public Sector And Practice Problems
Nowadays when versatile and big metamorphosis is experienced, the organizations exist in a suicidal competitive environment. Human being is at the center of all administrative and organizational activities under the global competitive conditions. The need for qualified people, who are the unique source that may not be substituted, increases gradually in the information age. Many reforms are made in the public enterprises in order to provide the fast, quality, productive and rational services by public administrations which face with many problems. One of the problems, which are mostly faced in the public administrations that are desired that they reach to the private sector’s performance, is the lack of qualified human resources and lack of measurable, certain, net performance criteria. Studies on rearranging the public administrations have focused on the human resources of the organizations and their performances in paralleling to this. <
