Özet
Balkanların 1990'lardaki kanlı günleri geride bıraktığı umulmakla birlikte, etnik gerilimin dorukta olduğu yerlerde aslında pek bir değişmenin olmadığı görülmektedir. İçinde Macarların yoğun olarak yaşadığı Sırbistan'a bağlı Voyvodina bölgesinde yaşanan sorunlar bir savaşa yol açmamışsa da, ki bundan sonra böyle bir savaş ihtimali uzak gözüküyor, bu sorunların bertaraf edildiği de söylenemez. Makalenin bu birinci kısmında Voyvodina meselesinin tarihi geriplanına değinilmektedir.<

Abstract
While expectations are to suppose that the bloody days of the Balkans in the 1990's are behind, it is clear that no important change took place in the regions with high ethnic tension. Problems in the multi-ethnic Voivodina region of Serbia, where Hungarians constitute the ma-jör element, did not lead a war, and there seems currently no potential for it, however, problems of the minorities under the Serbian regime still waits to be solved. in the first part of this article published in this issue, historical dimensions of the Voivodina question are told.<
